CALL TO ORDER AND ATTENDANCE

The meeting was called to order at 7:00p.m. by Chairman Sherman. Commissioners Devanney, , Barton and Simmons were present along with Chief DeMarco and Maria Diana-Root, Administrative Assistant to the Chief.  Commissioner Sinsigallo was not present.

ADDED AGENDA ITEMS

        A motion was made by Commissioner Simmons, seconded by Commissioner Devanney to add the following item to the agenda:

        05-0003 - Depot Street complaint (speeding)

PREVIOUS MEETING MINUTES

Regular Meeting -June 8, 2005

A motion was made by Commissioner Simmons, seconded by Commissioner Devanney to accept the minutes of the  regular meeting of June 8, 2005 as presented.

A motion was made by Commissioner Simmons, seconded by Commissioner Devanney to accept the minutes of the Special Meeting of June 14, 2005 as presented.

BUDGET AND EXPENDITURES

A)      Police Department - Monthly Billing

A motion was made by Commissioner Devanney, seconded by Commissioner Simmons to approve the East Windsor Police Department monthly billing dated July 8, 2005 in the amount of $16838.69 for the fiscal year 2004/2005

B)      Police Department Financial Statement

A motion was made by Commissioner Devanney, seconded by Commissioner Simmons to approve the East Windsor Police Department Financial Statement dated July 8, 2005 for the fiscal year 2004/2005.

C)      Police Commission - Monthly Billing

A motion was made by Commissioner Devanney, seconded by Commissioner Simmons to approve the East Windsor Police Commission Monthly Billing for the fiscal year 2004/2005 dated June 30, 2005 in the amount of $512.40

D)      Police Commission Financial Statement

A motion was made by Commissioner Devanney,  seconded by Commissioner Simmons to approve the East Windsor Police Commission Financial Statement for the fiscal year 2004/2005 dated June 30, 2005 as presented.

E)      Animal Control Monthly Billing

A motion was made by Commissioner Devanney, seconded by Commissioner Simmons  to approve the East Windsor Animal Control Monthly Billing for the fiscal year 2004/2005 dated July 8, 2005 in the amount of $447.94

F)       Animal Control - Financial Statement

A motion was made by Commissioner Devanney, seconded by Commissioner Simmons to approve the East Windsor Animal Control Financial Statement for the fiscal year 2004/2005 dated July 8, 2005  as presented.

There was no legal billing

UNFINISHED BUSINESS

A)      Police Station Renovations update

There are construction workers all over the place but the renovations are progressing nicely and there is some air conditioning in the building.  When any additional information is forthcoming it will be brought to the attention of the commission.

B)      Alarm Reduction Ordinance

Some residents in town have already come forward regarding their alarm systems.  We are in the process of updating the paperwork, etc. and hope to get everything underway sometime in the next few weeks.

C)      Cross-Walks - Broad Brook School

The Chairman had a conversation with Len Norton wherein he told the Chairman that as soon as he could free up some time he would re-position the cross walk signs at the Broad Brook School.  Mr. Norton also told the Chairman that he would be checking the other cross walk signs at the other schools in town to make sure that the signage was in the proper place.

D)       Circle of Merit Award

          A motion was made by Commissioner Barton, seconded by Commissioner Simmons to award Sgt. Michael Hannaford the Circle of Merit Award, to be presented to him at the August 10, 2005 meeting of the Police Commission.

TRAFFIC AUTHORITY

05-0001 - Margaret Drive - request for speed limit sign

A request for a speed limit sign of 25 mph has been sent to the Department of Transportation.  When any additional information is forthcoming it will be brought to the attention of the Commission.

05-0002 - Scott Avenue - Children at Play sign and speed limit change

The Chief will check on the placement of a Children at Play Sign and report back to the Commission at the next meeting.

05-0003 - Depot Street - Speeding Complaint

The complaint from Judy Gingras regarding speeding on Depot Street and her request for an additional stop sign was turned over to the Police Department for investigation.  It was a consensus of the Commissioners present that an additional stop sign should not be placed at the intersection of Emily and Depot as there are already two stop signs in the area.  There will be additional patrols on Depot to try and curb the speeding problem.

NEW BUSINESS

A)      Bicycle Safety - Town of East Windsor

It was a request of the Board of Police Commissioners that due to the increased number of people (children as well as adults) on bicycles that a press release regarding bicycle safety be issued.

        A motion was made by Commissioner Devanney, seconded by Commissioner Simmons to adjourn the regular meeting of the East Windsor Police Commission at 7:35 p.m.
